iGravity, through its management of the Impact-Linked Fund for Eastern and Southern Africa (ILF ESA), has announced a Request for Proposals (RfP) for an independent Impact Verifier to validate the results achieved under its Tanzania Climate Window. The call is open to qualified verification firms with demonstrated experience in impact measurement and evaluation in Sub-Saharan Africa.
The Impact-Linked Fund for Eastern and Southern Africa (ILF ESA), launched in 2021 and managed by iGravity, is one of the regional funding windows of the global Impact-Linked Finance Fund (ILFF). The fund provides results based finance tied to measurable impact outcomes, enabling enterprises to scale both economically and socially.
In 2023, ILF ESA 2.0 Tanzania Climate window was established — a dedicated window that applies impact-linked finance to drive climate adaptation and mitigation outcomes. The window currently supports four enterprises operating across sustainable agriculture, forest-based livelihoods, and circular waste management, each incentivized to achieve pre-defined climate resilience and inclusion targets.
The independent Impact Verifier will play a key role in ensuring the credibility and transparency of the results achieved by these enterprises. Through rigorous validation of Key Performance Indicators (KPIs), the verifier will confirm whether outcomes such as increased and more climate-resilient farmer incomes, improved waste recovery, and expanded sustainable land use practices have been met — directly informing incentive disbursements under the Social Impact Incentive (SIINC) agreements.
“ Verification is more than just checking results, it’s about building trust in impact data. Independent assessments create transparency and accountability, but they also generate insights that help refine business models and financing tools to achieve deeper, more sustainable outcomes — Luiana Temba, Advisory Manager at iGravity, on why independent verification is critical for ensuring accountability and learning across outcome-based finance mechanisms.”
The engagement will run over a four-year period starting in January 2026, with the verifier conducting one annual impact verification per enterprise. iGravity is seeking firms with a minimum of three years of evaluation or verification experience, established networks in East Africa, and strong sectoral knowledge in agriculture value chains, renewable energy, WASH, or circular economy solutions.
The RfP is available here. Interested firms are invited to submit their proposals (maximum 5 pages, excluding CVs and sample reports) by EOD Monday, November 10, 2025, to luiana.temba@igravity.net and judy.mukiri@igravity.net, with the subject line “ILF ESA Tanzania, Impact Verifier”.
For additional details, please refer to the full RfP here.
